Dodge, Iowa, she was one of two daughters born to Jess and Elaine (Priest) Carter. The family moved to Baxter and then LeGrand where she met the young and handsome, Phil Ruopp. These High school sweethearts were united in marriage on September 8, 1973, at the 1st Congregational Church in Marshalltown. They made their home in Kansas, Wellman, Walnut, LeGrand, and then the farm south of Marshalltown, until moving to their home in town during the summer of 2013. Joyce was employed from 1999 to 2002 at IVCCD and then at United Bank and Trust. She was blessed to have them as extended family as they were to have her. She will be fondly remembered for her professional demeanor, love of family and friends, and life lived by the Golden Rule. One of her most precious accomplishments was graduating alongside her son, Doug, from Marshalltown Community College. Joyce was a member of the Hope United Church family. Left to cherish her memory are Phil, her loving husband of 41 years; two sons: Jeremy (Megan) Ruopp of Gilman and children Aubrey and Roland; Doug (Leigh Ann) Ruopp pf Marshalltown, who have a little one on the way; her mom, Elaine who resides at Southridge in Marshalltown; her sister, Dianne Severa of Sun Lake, Arizona; many cousins who were as close as siblings; and many, many friends, prayer warriors, co-workers, and people whose lives she touched.
