Manuel was born on December 29, 1946 in Marshalltown. He was the son of Manuel Sr. and Iver Jeane (Gandy) Bailey. Manuel served his country honorably in the United States Army.
He is survived by his sister: Denise Andrews and grandson: D’Andre Carter. He is preceded in death by his daughter: Michelle Wilkins.
