She grew up in Montour and graduated from Montour High School. On January 4, 1951 she was united in marriage to Robert Bob McCoy. She was employed by the US Postal Service as a rural letter carrier from which she retired. She was a member of Living Faith United Methodist Church and The Ladies Auxiliary. She enjoyed playing bridge and loved spending time with her grandchildren and great-grandchildren. For over forty years Bob and Phyllis vacationed with their family at The Hinegardner Cabin at Leech Lake, MN and camping at the Iowa State Fair. They created many special memories mushroom and flower hunting in the timber, countless hours spent playing cards and games, and teaching their children, grandchildren, and great-grandchildren about the familys century farm. Left to cherish her memory are Robert Bob McCoy, her loving husband of 63 years; her children: Marty (Pat) McCoy of Toledo, IA; Calvin (Tonya) McCoy of Tama, IA; Julie (Gery) Hagerty of Tama, IA; Tammy (Frank) Dunaway of Rowlett, TX; and a daughter-in-law Keri McCoy of Montour, IA; nine grandchildren: Tricia (Scott) Gonyo, Cara (Chris) Spencer, Kelsey (Steve) Bankey, Shelley (Zach) Leiser, Alicia (Kyle) Disney, Lexie (Chad) Kurovski, Adam McCoy, Logan Dunaway, and Luke Dunaway, seven great-grandchildren: Allison Gonyo, Ashley Gonyo, Cade Spencer, Easton Bankey, Jaxon Leiser, Greyson Disney and Harley Kurvoski. In death, Phyllis rejoined her parents; son, Mark McCoy; and her siblings.
